What does digital accessibility mean?
A website is accessible if it can be found, accessed and used by people with disabilities without any particular difficulty and, in principle, without outside help. A person with a disability should therefore be able to use a website just as independently as a person without a disability. In Norway alone, over 650,000 people have a disability, but many more people benefit from simple and accessible websites. Discrimination and Accessibility Act & EN 301549
The most important laws on website accessibility in Norway are the European Directive EN 301549, and the Discrimination and Accessibility Act ("diskriminerings og tilgjengelighetsloven").
What laws are there?
Discrimination and Accessibility Act: The law prohibits discrimination on the basis of disability and obliges public and private organizations to ensure equal access to their services.
What do the laws say?
EN 301549: The EU directive defines the requirements in the public sector. The criteria define the importance of perceptibility, user-friendliness, comprehensibility and robustness in accordance with EU Directive 2016/2102 "on the accessibility of the websites of public sector bodies".
What needs to be done?
In all public organizations - regardless of their size - and in private organizations - with more than 50 employees - employers must take the following measures within their organization:
